Habitat Disturbance Avoidance and Minimization
Disturbance to aquatic habitat for special-status fish species will be avoided and/or minimized to the maximum extent practicable unless the purpose of the project is to provide overall benefits to the species and the benefits are greater than any temporary impacts to habitat.
