Any temporary dam or other artificial obstruction constructed shall only be built from materials such as sandbags or clean gravel that will cause little or no siltation. Impenetrable material shall be placed over sandbags used for construction of cofferdams construction to minimize water seepage into the construction areas. The impenetrable material shall be firmly anchored to the streambed to minimize water seepage. Cofferdams and the stream diversion systems shall remain in place and fully functional throughout the construction period.
